    Joepaul Wong has been a Financial Examiner with the Department of Financial Institutions for thirteen years and has been the primary Escrow Agent examiner for the last eleven years.  Joepaul graduated from the University of Washington with a B.A. in Business Administration.  He is the proud father of two boys-Cole and Ben- and can usually be found outside enjoying the natural wonders of Washington State with his family.

    David Shean. Dave began his real estate career in 1965 when Transamerica Title was building a microfilm title plant in Los Angeles. He worked his way over the next 42 years in Plant Building, Title and Escrow Training, Real Estate Sales, Branch Manager and Escrow Administration. In 2007 Dave was given the opportunity to reinvent his services by offering dedicated “ON CALL” Contract Escrow Administration, Traveling Notary services, Escrow and Notary Litigation Consultation and Expert Witness Testimony.

    Late in 2011 Dave also became the California Business Representative for Evergreen Note Servicing.

    Dave earned his CSEO (Certified Senior Escrow Officer) designation in 1987, his CEI (Certified Escrow Instructor) credential in 1995 and his CNSA (Certified Notary Signing Agent) designation in 2007.

    He was President of the Ventura County Escrow Association in 1985 and the California Escrow Association in 1988. He has earned many company and Escrow Association Awards including the CEA Lifetime Achievement Award in 2006 and the AEA Earl G. Barrett Memorial Award in June 2010. In 2014 Dave was named the National Notary Association "Notary of the Year" and is a 2015-17 NNA Notary Ambassador.

    Dave has been the Escrow Associates of San Gabriel Valley Chair of the annual City of Hope Blood and Platelet Drive Chair and has donated platelets over 175 times. He is currently an active member of several regional escrow associations, the Escrow Institute of California, the California Escrow Association and the American Escrow Association. Dave regularly attends many Southern California Escrow Association Dinner Meetings. He currently represents CEA as a past President and since 2000 has been representing AEA and/or CEA at various levels working with the MBA and major lenders on UCI (Uniform Closing Initiative) collaboration solutions.

    He has been an escrow and notary seminar instructor and guest speaker at various national, state and regional Escrow Associations, The Escrow Institute of California, California Bar Association, CLTA and ALTA, October Research, various Associations of Realtors and the National Notary Association.

    Dave enjoys fresh chocolate chip cookies and spending time with his family, especially his grandchildren.

     

    Jim Siwek, Assistant Special Agent in Charge, HUD-OIG, Investigations, Seattle

    Jim spent nine years in the US Army where he began serving with the Military Police and then was accepted into the Criminal Investigations Division. The investigations Jim conducted involved violent crime, to include homicides, sexual assaults, burglaries and drug offenses.  Jim served in Berlin, Germany; Turkey; White Sands, NM; Fort Riley, KS; and Savannah, GA. Jim has been with HUD-OIG for over 17 years, first as an agent in the Chicago, IL office and now as the Assistant Special Agent in Charge, Seattle, WA.  Jim has investigated white-collar fraud, to include housing assistance fraud, block grant, and community development fraud, focusing on embezzlement and public corruption.  Jim has investigated fraud concerning HUD’s multifamily program and mortgage fraud.  The mortgage fraud investigations involved loan origination fraud, appraisal fraud, mortgage rescue fraud, Reverse Mortgage fraud and bankruptcy fraud.  These investigations have led to the prosecution of loan originators, underwriters, attorneys, appraisers, realtors, “investors” and loan brokers. Currently, Jim is responsible for the oversight of investigations being conducted by HUD-OIG in Washington, Oregon, Idaho, Montana, South Dakota and Alaska. Jim has a Master’s Degree in Organizational Leadership and is a member of the International Association of Chiefs of Police, Association of Certified Fraud Examiners, and the Federal Law Enforcement Officers Association. 

     

    Bill Ronhaar joined Whatcom Land Title as our assistant operations manager in August 2014 and is currently serving as President.  He brings to WLT more than 40 years of experience in the title industry as well as many years of involvement in both the Washington Land Title Association and the American Land Title Association.

    In 2017, Bill was appointed by the Washington State Supreme Court to serve a 4-year term on the Limited Practice Board, which regulates the Limited Practice Officers of this state.

    Bill graduated from Lynden High School, attended Western Washington State College, and then began his career as a title clerk at Ticor Title, later becoming a title officer, escrow officer, and branch manager in the Ticor system.  He was employed in management with Land Title and Escrow Company of Skagit and Island Counties for the 30 years preceding his employment with WLT.

    Bill and his wife Sallie have raised six children.  Bill has been very involved in the Skagit Valley community over the years, working with the Skagit Valley Tulip Festival, Skagit Valley Family YMCA, Skagit Recovery Center and the Kiwanis Club of Mount Vernon.  He is also an active member of the Church of Jesus Christ of Latter-day Saints.

     

    Angie DeArth was born and raised in Connecticut (yes that is where the accent is from) and moved to Spokane in 1973.  She landed a job with Spokane Closing & Escrow Company and began her lifelong career in the real estate industry. She worked for the company for five years when she and her husband had the opportunity to purchase the company in 1978, which they owned and operated from 1978 – 2003.   During that time she was the Designated Escrow Officer and held her Limited Practice License from the Washington State Bar Association. She was appointed to the Governor’s Escrow Commission and served two 5-year appointments.  In the early 1980’s she established the Spokane Chapter of the Escrow Association of Eastern Washington, which she currently holds the position as president.  In June 2003, she joined LandAmerica Transnation Title until August 2008 when Inland Professional Title was formed. She received her Instructor’s Certification in June 2008 from Department of Licensing and still maintains these licenses.  She was also “Affiliate of the Year” for 2011 with Spokane Association of Realtors.

    Angie owns and operates a newly formed business called Clockhours by Angie, which has correspondence clock-hour courses for real estate agents in Washington State. In her spare time, you will find her in her kitchen cooking up massive amounts of Italian food.  Angie finally achieved one of her lifelong goals and published her Italian Cook Book and has sold 900 copies. She is getting ready to have another order go to print. She has two adult children who also live in Spokane and two grandchildren who she loves to spoil!
